Transition Towns come from new zeland... can we instead apply it in latin america and africa?

Whatever is the language and your top interests... Transition towns is a new concept emerged in developed countries as an alternative to oil peak and climate change, the aim is to work on alternatives for energy fountains... They use all tecnological devices produced in industrialized nations in order to have a balenced energetic society, comes together with transition culture... Of course I did not inscribe yet in any research group, and I think personaly that this was set for europeans americans and new zelandeans... But could we make a transition town out of mexico city, sao paulo or barcelona? Is it something we can actually relly on for the whole world...?? Maybe an ecovillage is better than a transition town if we think of africa and latin american small infield towns ?? Can we mix those concepts ?? To be developed...
